His work focuses on understanding how streets, corridors, and development projects function in the real world and applying practical engineering solutions that enhance circulation, address operational and planning challenges, and limit long-term impacts on agencies and communities. Mr. Wheat leads a team of engineers, planners, designers, and analysts who evaluate existing and future traffic conditions, resolve operational issues, prepare construction-ready design plans, and develop clear and defensible transportation analyses. John Stallworth, LC, LS, is a leading specialist in roadway lighting design, photometric analysis, and traffic engineering solutions serving communities in California and Idaho. With 20 years of experience, Mr. Stallworth integrates advanced lighting modeling, nighttime safety analysis, and multidisciplinary engineering to deliver high-performance, energy-efficient lighting systems for streets, pathways, and public infrastructure. His nationally recognized LC and LS certifications reflect his expertise in designing code-compliant, IES-aligned lighting systems that support safety, visibility, and long-term mobility goals. Mr. Stallworth has been instrumental in driving the growth and expansion of TJW’s Idaho office and remains actively engaged in industry organizations—including IES, ITE, ALA, and ACEC Idaho—where his leadership helps advance modern lighting and transportation engineering practices.

Transportation Planning Manager

David Chew, PTP, is a transportation planning professional with nearly 20 years of experience delivering multimodal mobility studies, VMT/LOS analysis, corridor planning, and CEQA/NEPA-compliant assessments across California and Idaho. Mr. Chew leads and continues to expand TJW’s transportation planning division, advancing the firm’s capabilities through sophisticated modeling tools—including Vistro, Synchro/SimTraffic, Vissim, TransCAD, and ArcGIS—to evaluate traffic operations, forecast travel demand, and develop data-driven mobility solutions. Known for translating complex transportation data into clear, actionable guidance, he supports agencies and developers in improving roadway safety, congestion management, and long-term mobility outcomes. Mr. Chew’s leadership and technical rigor strengthen TJW’s role in delivering sustainable, future-ready transportation planning services.
